Vaccines for the New Millennium Act of 2005 (S.1698)
On 14 September 2005, Senator John Kerry (D-MA) and Senator Richard Lugar
(R-IN) introduced the Vaccines for the New Millennium Act of 2005 (S.1698) in
the US Senate. Although microbicides are not mentioned in the Act's title, they
are an integral part of the legislation. Building upon legislation previously
introduced by Senators Kerry and Frist (R-TN) in 2001, S.1698 would provide
incentives for companies to accelerate development of vaccines and microbicides
to prevent HIV/AIDS, TB, malaria and other neglected diseases. Microbicides are
discussed throughout the legislation, specifically in sections 4-7, 45J, and 10.
Microbicide Development Act
Microbicide Development Act of 2005 (H.R.3854, S.550)
The
Microbicide Development Act of 2005 (MDA) is intended to facilitate the
development of microbicides for the prevention of HIV and other diseases through
the establishment of a Microbicide Research and Development Unit at NIH and
through the concurrent strengthening of microbicide activity at USAID and CDC.
The MDA has been introduced in both the Senate and the House and has been
referred to the appropriate committees.
On 21 September 2005, the Microbicide Development Act of 2005 (H.R.3854) was introduced in the US House of Representatives by Representative Shays (R-CT) and Representative Schakowsky (D-IL). The following Representatives have signed on as cosponsors of H.R.3854:

The Microbicide Development Act of 2001 was introduced by Rep. Connie Morella (Rep-MD) and Rep. Nancy Pelosi (Dem-CA) in the House of Representatives on June 28 as House Resolution 2405, or HR 2405. Senator Jon Corzine (Dem-NJ) introduced similar legislation in the Senate on November 30 as Senate Bill 1752, or S 1752.
If
passed, this Act will help ensure that the U.S. government's investment in
microbicide research and development is increased substantially. Microbicides
are products designed to be applied topically -- just as existing contraceptive
creams, gels and suppositories are used now. But their main function will be to
reduce risk of infection by killing or disabling microbes that cause sexually
transmitted diseases, including HIV. Over 50 potential microbicides have been
identified and are in the research pipeline. Microbicides will offer additional
protection when used with condoms. But, most importantly, they will give those
who can't insist that their partners use condoms a way of protecting themselves.
Right now, just 1 percent of the U.S. budget for HIV/AIDS research -- one cent of every dollar -- is spent on developing microbicides. With the boost in investment this Act provides we could have an effective microbicide on the market in five to seven years. Without the boost, it's likely to take a lot longer!
The Microbicide Development Act of 2001 is specifically written to:
- create a "Microbicide Program" at the National Institutes of Health (NIH),
- require the expansion and coordination of microbicide research activities at the NIH and the Centers for Disease Control and Prevention,
- require regular reports to Congress on the progress of this coordinated initiative and
- authorize the appropriation of "such sums as necessary" to carry this work forward throughout fiscal years 2002-2004.
